Abstract

This study aims to identify the concept of poverty, its causes and effects, and the policies adopted to address it in Libya. The researcher used the descriptive analytical approach, relying on statistics and documented facts on the subject. The study reached the following results:

The most important causes of poverty in Libyan society are:

  • Administrative and financial corruption
  • Armed conflicts
  • Population increase
  • Absence of development plans, especially the absence of human resource development programs

The most important effects of poverty are:

  • Social exclusion
  • Irregular migration

The current employment policies are insufficient to address poverty. Also, uncontrolled spending negatively affects inflation, which in turn exacerbates the problem of poverty.
