Abstract

The study aimed to identify the challenges that faced investment opportunities between Libya and Italy after 2011, Its impact on the growth of the Libyan economic, the study problem revolved around the following question: What is the size of the investment opportunities between Libya and Italy? And what is their impact on the growth of the Libyan economy? The study’s hypothesis is that investment opportunities between the two countries are affected by certain local and international variables, which negatively impacts the growth of the Libyan economy. The methodology used is the descriptive-analytical method and the statistical method in addition to content analysis. The study concluded that investment flows between the two countries recorded their highest percentage in the field of energy , reaching 60% of the total flows, 15% in infrastructure, 10% in the field of modern agriculture and manufacturing industries, and 5% in the services sector. One of the most prominent challenges that hindered the utilization of these investment flows was the rampant corruption in Libya state institutions and illegal immigration, which was reflected in inflation, unemployment, and poverty rates. The researcher recommended the need to focus on direct and underact investments in all economic sectors, not just the oil and gas sector, and the need to activate the agreements signed with Italy before 2011in way that serves the interests of the national economy.
