Abstract

This study aims to assess and provide an analytical forecast of the impact of modern technological variables, specifically cybersecurity and artificial intelligence applications, on reshaping the foundations of political development and the concepts of national sovereignty within the framework of international and regional relations. The study employs strategic analysis tools and a scenario-building approach to address the planning and conceptual gaps resulting from the inability of traditional theoretical frameworks to encompass fifth-generation warfare, asymmetric conflicts, and hybrid threats.

The study seeks to establish a strategic foundation for including "cyber sovereignty and AI governance" as a "strategic determinant and an emerging developmental crisis" that interacts with classic crises (legitimacy, identity, and participation). The study's strategic assessments anticipate that superiority in AI architecture and cybersecurity has become a fundamental pillar of comprehensive national power, and that maintaining political development and regional stability requires a shift from traditional defensive security frameworks to the formulation of cyber deterrence strategies and flexible strategic adaptation.
