This study aims to conduct a systematic comparison between the Libyan passport and the Saudi passport in terms of the level of technological and digital development, using the comparative method and analyzing available data from official reports and sources. The results showed that the Libyan passport relies on the basic infrastructure of the electronic passport without an integrated digital system to support the issuance of the passport or its subsequent services. The comparison reveals that the main gap between the two passports is not solely related to the document itself, but rather to the maturity of each country's digital infrastructure. The study recommends developing a unified digital identity in Libya and modernizing the passport system by adopting advanced verification technologies.
