Digital Transformation as Strategic Tool for Water Conservation: An Analytical Study of the Water Sector in Libya

This study aims to analyse the role of digital transformation as a strategic tool for rationalizing water consumption in Libya by developing a conceptual framework that explains the relationship between digital transformation and water consumption rationalization, incorporating water resource management efficiency as a mediating variable. The model is based on the assumption that digital transformation does not exert only a direct effect on water rationalization, but primarily influences it through improving the efficiency of water resource management. The framework relies on a before-and-after scenario analysis of digital transformation implementation to assess the expected improvements in water-use efficiency. The study adopts a descriptive-analytical approach through a comprehensive review of the literature on digital transformation and water resource management, alongside an analysis of the current state of the water sector in Libya. It also examines selected international experiences in applying digital transformation in water management. The findings indicate that the use of digital technologies in managing water networks can significantly reduce water losses, enhance network monitoring, improve water distribution efficiency, and strengthen data-driven decision-making capabilities. The study further highlights the importance of developing digital infrastructure, building human capacities, and strengthening institutional and regulatory frameworks to support the effective implementation of digital transformation in the water sector. The study concludes that digital transformation represents a strategic pathway for reforming Libya’s water sector by enabling data-driven management and improving water resource allocation. It recommends the adoption of a national digital transformation strategy for the water sector to support long-term water sustainability. Additionally, the study proposes a digital transformation roadmap for Libya’s water sector to enhance sustainable water resource management and promote digital governance.
