The Effectiveness of Crisis Management in Higher Education Institutions Under Instability: A Field Study of Students at the University of Tripoli

This research aims to analyze the effectiveness of crisis management in Libyan higher education institutions, through a field study on the University of Tripoli as a model institution operating in an environment characterized by political and security instability. The study adopted a descriptive analytical approach and used an electronic questionnaire to collect data from a sample of (400) students. The results showed that students' awareness of crisis management plans is positively related to their satisfaction with the university's performance. However, this awareness remains average due to weak institutional communication. The results also indicated that the unstable security and political conditions negatively affect the effectiveness of crisis management, and that weak administrative coordination between university units represents one of the most prominent obstacles to the continuity of the educational process. The results confirmed that the lack of academic and psychological support for students reduces the effectiveness of crisis management. The research concluded that it is necessary to establish specialized crisis management units within Libyan universities, train academic and administrative leaders in rapid response methods, and develop digital communication channels to enhance institutional resilience and the sustainability of the educational process in times of crises.
