Obstacles to the Implementation of E-Government at the General Electricity Company from the Perspective of Its Employees (Field Study - Main Administration-Tripoli/Libya - 2025 )

This study examined the obstacles to implementing e-government from the perspective of employees at the General Electricity Company (Main Administration -Tripoli). It aimed to assess the current situation, explore the concept of e-government, and identify key implementation challenges.
The study included a random sample of 51 employees from a total population of 211. Findings revealed major barriers such as weak leadership support, lack of qualified personnel, limited strategic planning, fears about data security, insufficient training, and inadequate financial and technological resources. The absence of standardized systems and poor technical integration were also significant issues.
The study recommends stronger leadership commitment, investment in qualified human resources, development of secure databases, adequate financial support, and broader awareness efforts. Attention to human, administrative, financial, and technical aspects is essential for successful e-government implementation.
